Enhanced Stations Initiatives, Package 4

This $142 million contract was part of MTA's plan to renovate 33 stations to better serve the riding public's needs. Our subsidiary, Judlau Contracting, Inc., served as a design-build contractor to rehabilitate five stations:  57th Street, 23rd Street, 28th Street, 34th Street - Penn Station - 7th Avenue, and 34th Street - Penn Station - 8th Avenue.  

The 11-month-long, the fast-tracked project achieved a state of good repair, eased passenger flow, increased informational access, and updated the stations with the latest technology. Work included structural repairs, leak mitigation, painting, electrical, communications, architectural finishes, and historical restoration.

Judlau executed the project on an accelerated schedule with multiple crews working simultaneously on several stations to reduce the number of diversions and work trains used to deliver materials and remove debris from two of the three stations in one occurrence. To facilitate this, Judlau employed station-specific teams to provide management, scheduling, and organization of multiple trades working in stations concurrently during each shift.

With the aid of the CPM schedule, six-week look-ahead schedules, and phasing plans, the station teams coordinated field activities to complete the work on time. Task priorities, manpower, and support staff were constantly assessed to ensure that the critical path was progressing and the available work areas were used efficiently. As a result, the 23rd Street Station was placed in service four days early (the first station in the 30 station ESI program to open early), and the remaining stations opened on time.  

The ESI #4 contract was recognized with several awards and citations, including a Gold Award in the Structural Systems Category for Engineering Excellence by the American Council of Engineering Companies (ACEC).
